IDS for Import Injury Investigations
The Commission’s Investigations Data System (IDS) provides new perspectives and information on import injury investigations and reviews. Due to the structure of data in IDS and the addition of new data points, IDS includes not-previously released new fields and presentations.
To date, staff have reviewed the accuracy and completeness of data for investigations and reviews instituted since October 1, 2020. For those investigations and reviews instituted between October 1, 2014 and September 30, 2020, certain data will be complete. These data include investigation name, number, phase type, product, and country; institution, conference, hearing, determination, vote, and views dates; conference and hearing dates; and Commission and Commissioner votes. Commission staff are currently updating IDS with newly instituted investigations and reviews. In addition, Commission staff are reviewing all data for investigations and reviews instituted since October 1, 2014 to ensure that they are accurate and complete, with the goal of completing this review by 2025.
Notes
- The agency restructured its workflow process for reviews in FY 2015, shifting a portion of work and associated milestones prior to the Commission’s determinations on whether to conduct full or expedited reviews. The dates and assumptions built into IDS reflect these processes for reviews.
- The agency updated certain naming conventions for import injury investigations. For example, beginning in October 2021, it began implementation of a shift from using “Korea” to “South Korea” as the short-form for Republic of Korea. The change affects records created after the change, including subsequent phases or proceedings of existing investigations, as well as historical data that were created as “new” records in IDS including all Commission and Commissioner vote data.
- Commission votes: Although the agency is making available Commission votes in IDS, this does not reflect the Commission’s official determination until the determination is transmitted to the Department of Commerce.
- Legacy data: Any data for import injury investigations and reviews that were instituted prior to October 1, 2014 are sourced from legacy data systems and are presented here as is. Except for investigation name, number, and phase type these data have not yet been reviewed for accuracy and should be used with that in mind.
- For investigations with numbers that are no longer in use (e.g., 303 or China Safeguard) or category/phase inconsistencies (e.g., Safeguard/Final phase), IDS provides by default a general view that includes all available fields for import injury investigations, rather than a data view specific to that investigation type.
- Certain records contain more limited data. These include litigation, remands, and changed circumstances requests.
