David S. Johanson, Chairman of the United States International Trade Commission (USITC or Commission), announced today that Kate Higginbothom joined the Commission as the Chief Administrative Officer (CAO) effective September 11, 2023. As CAO, Ms. Higginbothom will be responsible for the management of the functions performed by the Office of Human Resources, the Office of Security and Support Services, and the Office of the Secretary.
Prior to her appointment as Chief Administrative Officer at the USITC, Ms. Higginbothom served for more than a decade in multiple roles with the Federal Election Commission including as a Presidential Management Fellow, Acting Deputy Ethics Official, Staff Attorney, Assistant General Counsel, and in her most recent position as the Deputy Staff Director for Management and Administration in the Federal Election Commission’s Office of the Staff Director. During her time at the FEC, Ms. Higginbothom was also detailed as a Special Assistant United States Attorney with the United States Attorney’s Office for the District of Columbia, Civil Division.
Ms. Higginbothom holds a juris doctor degree from The University of Texas School of Law; a Master of Public Policy degree from the Georgetown University; and a Bachelor of Arts degree in political science from the University of Florida.
Ms. Higginbothom resides in Alexandria, VA with her husband and two children, and enjoys trail running and racing triathlons.
