These are investigations that the Commission conducts under sections 201-204 of the Trade Act of 1974 (19 U.S.C. 2251-2254) to determine whether a product is being imported into the United States in such increased quantities as to be a substantial cause of serious injury or threat of serious injury to the domestic industry producing a like or directly competitive product. In making its determination, the Commission considers imports from all sources. If the Commission makes an affirmative determination, it recommends a remedy to the President; the President makes the final decision on remedy, including the amount and duration. The Commission conducts such investigations on the basis of a petition filed by a domestic industry, upon receipt of a request from the President or the U.S. Trade Representative, or upon receipt of a resolution from House Committee on Ways and Means or the Senate Committee on Finance.
