Import Injury Questionnaires

Have you recently received an import injury questionnaire from the USITC? Are you concerned that the email and attachments may not be legitimate? Read on.

The USITC distributes questionnaires to U.S. producers, U.S. importers, U.S. purchasers, and foreign producers and exporters across a wide range of industries as part of its import injury investigations. The email and its attachments are sent from an official USITC email address ending in @usitc.gov.

Background

You may have received a questionnaire because domestic producers (and/or workers) filed petitions with the USITC and the U.S. Department of Commerce requesting an import injury investigation, the USITC and Commerce are conducting a five-year review of a past investigation, or the USITC is conducting a safeguard-related investigation. As part of these proceedings, the USITC collects information from firms that produce, import, purchase, and/or export the product under investigation during a specified period.

Firms that receive the questionnaires are identified by the petitioner(s) or USITC staff. If you’ve received a questionnaire, it’s because the USITC - based on information provided by the petitioner or obtained separately through USITC staff research - believes that you produced, imported, purchased, and/or exported the product under investigation.

What You Need to Do

By law, recipients of the questionnaires shall respond. If you’re not involved in the industry that’s the subject of the questionnaire, check or respond “No” along with your firm’s basic information on the first page and return it to the USITC official listed on the first page of the questionnaire.
