What is changing
- Starting June 1, 2026, authorized lead counsel will be served confidential documents in their Service Inbox in EDIS. Additionally, lead counsel in import injury investigations will receive service of public correspondence in their Service Inbox. See our previous announcement about confidential e-service.

- How will I know if I have been served a document in EDIS?
An email notification will be sent to the email address associated with your EDIS account under which you are designated as lead counsel. The email will also be sent to any EDIS user(s) you have selected as your Delegate. The email will identify the documents you have been served and provide a link to go to your EDIS Service Inbox to access them. - Can I log into EDIS and view any confidential documents if I have authorized access?
No. Authorized lead attorneys will be served confidential documents to their EDIS user account in their Service Inbox. Access to confidential documents via EDIS search results is not allowed. - Can my delegates retrieve confidential documents from my Service Inbox?
Only delegates signed onto the Administrative Protective Order (APO) may access and retrieve served confidential documents on behalf of lead counsel. Lead counsel authorized for service of confidential documents must ensure that only authorized delegates are assigned to their account to retrieve documents. Failure to do so may result in a violation of the APO. - How long do I have to retrieve served documents?
Served documents remain the lead counsel’s Service Inbox for fourteen (14) calendar days. - What if I could not download a document(s) I have been served before the 14-day expiration date and it is no longer in my Service Inbox?
Contact the USITC’s Office of Docket Services at EDIS3Help@usitc.gov to request being re-served the document(s). - Will all served documents now be sent only to my Service Inbox?
While in most investigations the answer is yes, there are some exceptions. In some Title VII investigations, you will only be served to your EDIS Service Inbox if you filed your Entry of Appearance and Protective Order Request on or after July 28, 2025, when the features went live to capture your EDIS account information as part of the service lists for that investigation. If you signed on to an investigation as lead counsel prior to that date, you will continue to be served via Box.
