On December 19, 2001, the Commission submitted to the President its findings and recommendations in its global safeguard investigation involving steel imports. In conjunction with that submission, Commissioner Dennis M. Devaney authored and distributed to the news media a document entitled "Background Press Release to Accompany the Transmission of the U.S. International Trade Commission's Report to President Bush in Investigation No. TA-201-73 (Steel)."
