Apparel Inputs Commercial Availability

For each request filed, the Apparel Inputs Commercial Availability Status Table shows: review number, date of the request, requestor, products, Act under which the request was filed, contact information, and status of the review. Use ITC's Electronic Document Imaging System, EDIS On-Line, to access images of the request and related public submissions related to each review. In EDIS On-Line, choose "Help" then "Apparel Commercial Availability" or "Short Supply" in the screen's left frame for instructions on how to find the desired information.

Background Information:
The Trade and Development Act of 2000 authorizes the President to proclaim additional preferential treatment for apparel made in African Growth and Opportunity Act (AGOA) and/or Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries if the President determines that certain fabrics or yarn cannot be supplied by the domestic industry in commercial quantities in a timely manner. In 2002, this preferential treatment was extended to Andean countries under the Andean Trade Promotion and Drug Eradication Act (ATPDEA), In all cases, the President is required to obtain the advice of the USITC and appropriate advisory committees. The President is required to submit a report within 60 days after a request is received from an interested party. More background information.

In Executive Order No. 13191, the President delegated to the Committee for the Implementation of Textile Agreements (CITA), which is chaired by the Department of Commerce, the authority to determine whether certain fabrics or yarn are commercially available. The President authorized CITA and the United States Trade Representative (USTR) to submit the required report to Congress and delegated to USTR the authority to obtain advice from the ITC.
