Probable economic effects studies & 2104(b) - Probable economic effects studies of proposed FTAs (confidential) Under section 2104(f) of the Trade Act of 2002, the USITC submits to the President and the Congress (not later than 90 calendar days after the President enters into the agreement) a report providing an assessment of the likely impact of the agreement on the United States economy as a whole and on specific U.S. industry sectors and the interests of U.S. consumers. In preparing its assessment, the USITC also is required to review available economic assessments regarding the agreement in question, including literature regarding any substantially equivalent proposed agreement.

Under section 131 of the Trade Act of 1974, at the request of the President, the USITC investigates the effects on U.S. industries and consumers of possible tariff modifications resulting from trade agreements and of duty-free entry of specific products from developing countries under the Generalized System of Preferences.

Under section 2104(b) of the Trade Act of 2002, at the request of the President, the USITC investigates the probable economic effect on U.S. industries producing like or directly competitive products and on the U.S. economy as a whole of eliminating tariffs on imports of specific agricultural products.
