NAFTA rules of origin studies Section 202(q) of the North American Free Trade Agreement Implementation Act (the Act)(19 U.S.C. 3332(q)) authorizes the President, subject to the consultation and layover requirements of section 103 of the Act (19 U.S.C. 3313), to proclaim such modifications to the NAFTA rules of origin as may from time to time be agreed to by the NAFTA countries pursuant to paragraph 2 of section 7 of Annex 300-B of the NAFTA agreement. One of the requirements set out in section 103 is that the President obtain advice regarding the proposed action from the United States International Trade Commission. The Commission provides such advice in its NAFTA-103 reports.
